Os Parques Tecnológicos como mobilizadores do capital social empreendedor do desenvolvimento das regiões: uma proposta diferenciada no Cariri do Ceará

Os Parques Tecnológicos (PqT) são organizações que possuem como um dos seus papéis principais atuar como catalisadores do crescimento e do desenvolvimento econômico regional. Na contramão dessa perspectiva, estudos têm revelado que no mundo, e principalmente nos países em desenvolvimento, os PqT são ineficientes, improdutivos e não passam de panaceia e de sonho irreal. Diante dessas constatações, o objetivo desse artigo é
responder a seguinte questão de pesquisa: como tornar os PqT potenciais instrumentos de mobilização do capital social empreendedor para o desenvolvimento regional? Realizou-se um estudo qualitativo de caso único apoiado em documentos institucionais do Centro Regional de Inovação e Empreendedorismo (CRIE) estabelecido na região do Cariri do Estado do Ceará, tomando como base as dimensões: estrutural, relacional e cognitiva, propostas por Nahapiet e Ghoshal (1998). Os resultados do trabalho contribuem para apresentar os PqT como entidades que necessitam evoluir das tradicionais experiências tangenciadas apenas por infraestruturas (instalações, sistemas, entre outras), aportes financeiros, políticos, científicos, entre outros e se tornar organizações concentradoras de relações.
